This module is not available in regular pages because it requires special wrappers for positioning, which can only be hard-coded into the template.

Use it by creating a page with the Pillar template, which includes drag and drop areas both before and after the module, giving you full flexibility to build the rest of your page layout as needed.

For this to work as designed, make sure the sections you want in the table of contents are in the middle drag and drop area named Chapters. You can check this in the Contents sidebar on the left:
